Who We Are and What We Do

We are an organization that aims to lessen animal abuse and abandonment by controlling dog and cat populations — working toward a rabies-free Philippines.

Our Foundation

The Philippine Pet Birth Control Center Foundation (PPBCC) is a companion animal welfare advocacy group based in the Philippines. We believe that humane population control — through accessible neutering — is the most effective way to reduce suffering, prevent abandonment, and protect public health. Our work spans community outreach, low-cost neuter programs, and partnerships with local veterinary professionals across the country.

The Philippine Pet Birth Control Center Foundation works to address the root causes of animal suffering through humane population management. By promoting accessible neutering programs for dogs and cats, the organization aims to reduce the number of homeless animals on the streets and in shelters. This approach directly lessens the cycle of abuse, neglect, and abandonment that often accompanies unmanaged breeding. At the same time, controlling the stray animal population is a critical step toward achieving a rabies-free Philippines, protecting both animal welfare and public health. Every effort is grounded in compassion and practical, community-based solutions.

Community outreach lies at the heart of the foundation's mission. The organization regularly conducts neutering campaigns in underserved areas where veterinary services are scarce and animal overpopulation is most severe. These outreach missions bring together volunteer veterinarians, local government units, and community members who share a common goal of reducing suffering. Through education and direct service, residents learn about the long-term benefits of spaying and neutering, including healthier pets and safer neighborhoods. By meeting communities where they are, the foundation builds trust and creates lasting change one animal at a time.

The foundation's advocacy extends beyond individual animals to address systemic challenges in companion animal welfare. Overpopulation is not simply a matter of too many animals; it is a public health issue, an environmental concern, and a moral question about how we care for the creatures that share our lives. Through partnerships with local veterinary professionals and like-minded organizations, PPBCC works to make neutering services affordable and accessible to all pet owners. The goal is to normalize responsible pet ownership and create a culture where every animal is wanted, cared for, and protected from preventable harm.

Rabies elimination is a central pillar of the organization's work. Uncontrolled stray dog populations pose a significant risk for rabies transmission, and mass vaccination alone is not enough to solve the problem. By combining neutering with vaccination efforts, the foundation addresses both the immediate threat of rabies and the long-term challenge of population growth. This integrated approach has been recognized as a best practice in animal welfare and public health. Each animal that is neutered and vaccinated represents a step closer to a rabies-free Philippines, where both people and animals can live together safely and humanely.

Advocacy

PPBCC advocates for neutering as the cornerstone of responsible pet ownership. By making spay and neuter services more accessible, we address the root causes of pet overpopulation: unwanted litters, strays, and the cycle of neglect that follows. Our educational efforts help communities understand that neutering is safe, beneficial, and essential to building a humane society.

Vision

Rabies Eradication and Pet Population Control in the Philippines. We envision a country where every dog and cat is wanted, cared for, and free from the threat of rabies — a Philippines where humane methods replace culling and suffering.

Mission

To lessen animal abuse and abandonment by controlling dog and cat populations through widespread, affordable neutering. We work directly with communities, local governments, and veterinary partners to deliver services where they are needed most.
